Does the video leave my machine?
No. Everything runs client-side in canvas 2D — the webcam stream and any uploaded file are sampled locally and never uploaded.
Do I need WebGL or a library?
No. It's dependency-free canvas 2D: draw the frame to a low-res grid, map luminance to characters, paint them with a neon glow. It caps DPR and pauses when offscreen.
